URI construction in SCA and Tuscany

I have been looking at URI construction in the SCA specs and in
Tuscany.  I posted the results of my analysis to
  http://cwiki.apache.org/confluence/display/TUSCANYWIKI/Binding+URI+Construction

The material I added is in the second section (marked work in progress).
The comments about bugs are based on code inspection and not (yet) on
testing.  The next step is to write tests for all the use cases (the
final subsection) and fix the problems that these demonstrate.
