I'm not an official answer person, but I would want to know more about the end goal.  I would want the author to understand that by truly donating the chapter, he is giving up control over its content in the future.  Anyone can change the chapter going forward.  The author will not have final editorial control.  Just like any example code or other source code in the project.  And then I think the steps are the same as any code donation.

If the real goal is to be able to embed the chapter in the docs but the desire is that it is not mutable by anyone, then I think you want to treat it as third-party and maybe get it licensed under a no-modification license and get a decision from VP Legal to allow unmodifiable text media in an Apache project.
