Do you have ZoneAlarm Pro or some other firewall software installed perchance?  If so, this is a known problem (in Zone Alarm); see bug 7932.  If not, then you'll need to give us more information -- what exactly does the blue screen message say?  Thanks for using Apache!  PS: Don't forget that it's very important that you upgrade to 2.0.39 for security reasons.
