   Hmm that's interesting. Doesn't look like it's a port race condition:
   
   Xlang_Gcp_Direct
   - py38 `Launching Java expansion service @ 45517`
   - py311 `Launching Java expansion service @ 46653`
   
   Xlang_Gcp_Dataflow
   - py38 `Launching Java expansion service @ 39217`
   - py311 `Launching Java expansion service @ 45817`
   
   Each test suite is using its own port to start up an expansion service, but all tests are still failing with something similar to 
   <code>"UNKNOWN:failed to connect to all addresses; last error: UNKNOWN: ipv4:127.0.0.1:39217: Failed to connect to remote host: Connection refused {grpc_status:14, created_time:"2023-07-11T03:59:29.613003291+00:00"}"
   </code>
