Hi,

This attached test case (- a port of Axis test\encoding\TestString2.java) will show the faliures due to not preserving whitespaces.

Out of the 4 tests that are failing 2 (testStringWithLeadingAndTrailingSpaces and testWhitespace) are related to whitespaces,
but I'm not sure of the reason for the the other 2 ( testGermanUmlauts and testWelcomeUnicode).
