top-level sitemap.xmap
Then top-level sitemap.xmap contains declaration of all used cocoon components.
It would be nice to have it be generated from cocoon/sitemap.xmap with patching.
This way it will be in accordance of actual cocoon build, if some
components (blocks) were disabled.
