We have recently added "tenancy" to the project. 
The "ignore-tenancy" variable comes to allow the disablement of the tenancy mechanism.
It was decided to change the default of this variable to "true". It was also decided to ignore the DS/User assignment if the "ignore-tenancy" is false.
During the transition, the user should set the tenancy of all DSes&Users, then enable tenancy, finalaly, he can clear the DS/User table.
