RocksDB use instance path as log file name when specifying log path, but if instance path is too long to exceed filesystem's limit, log file creation will fail.

We disable log relocating when RocksDB instance path is too long in FLINK-31743, but that's just a hotfix. This ticket proposal save this problem on FrocksDB.
