Currently, the Windows command script does not offer to globally load a {{mavenrc.cmd}} on system-level which the POSIX shells scripts provide {{/usr/local/etc/mavenrc}} and {{/etc/mavenrc}}. Windows support should be on par with POSIX for the sake of consistency.
