Log:
Fix the link to the bugDB. Since we are using GNATS for both 1.3 and
2.0 currently, we only need one link. This allows people to actually
submit bugs about the 2.0 code base.

With this change, it would be REALLY nice if somebody with access to the
data for the 2.0 bugDB would move those bugs over the GNATs. That would
allow people to track those bugs again.
