Draft Tika Release process on Wiki

Hi Folks,

I uploaded my release notes draft to the Tika wiki. This is based on the
process I used in Tika 0.1-incubating, and the process that we use in the
Nutch community.

Dave, (and other committers) feel free to update the page with your thoughts
and comments. This is meant to be something that we can use as a guide and
checklist for future releases.
