When I try to publish from page 

https://cms.apache.org/steve/publish

I get

Error

svnmucc: E170001: POST of '/repos/infra/!svn/me': authorization failed: Could not authenticate to server: rejected Basic challenge (https://svn.apache.org)

I suspect that I am not logged in but don't know how to log in.
