Here is an overview of the issue:
---------------------------------------------------------------------
        Key: FOR-26
Summary: krysalis-site skin breaks with multi-level site.xml menus
       Type: Bug

     Status: Unassigned
   Priority: Major

    Project: Forrest
  Component: Forrest skins
   Versions:
             0.3

   Assignee:
   Reporter: Jeff Turner

Description:
With site.xml files, the possibility exists of creating nested menus more than two elements (menu -> menu-item) deep. This menu nesting is actually disallowed by the book.xml DTD, but the book2html stylesheet handles it anyway. However, the krysalis stylesheet relies on the fact that book.xml should only be two-level, by using the third level for intra-document links. Consequently, sites with >2 site.xml levels will have strange menu errors with the krysalis-site skin. Specifically, the intra-doc links are displayed where >3 external links should be displayed.

This probably ought to be fixed by redefining the book.xml DTD to allow arbitrarily nested menus, and skins updated to handle this.
