[VOTE] New committers

Hi all,

I would like to propose the following developers as comitters to the
log4j project.

- Jacob Kjome <ho...@visi.com>
- Paul Smith <Pa...@lawlex.com.au>
- Scott Deboy <Sc...@VirtualDesign.Net>

Jacob had already access to log4j-sandbox for some time now.

Paul Smith and Scott Deboy have been working on numerous log4j
improvements. In my opinion, they both well deserve commiter access.

Here is my +1 for all 3 candidates.
