Hi Erwan,
what is needed at first is a menu widget renderer update so that it renders the HTML for the submenus with a <ul><li> nested structure.
Then the visual theme should render a proper drop-down menu.

It would be nice to have the menu widget support the <include-menu> element. That would be a simple change to make and it would promote menu reuse.
