jsr 181 (ws-metadata) has a handler-chain schema all of which except the element duplicates stuff in the regular javaee_web_services_1_2.xsd. However we need this element. The maven xmlbeans plugin doesn't implement support for ignoring duplicate type definitions, so I'm going to comment out the duplicates before geerating the xmlbeas classes for it. the copyright looks at least as restrictive as the sun copyright on their schemas so it needs to go in the secret schema project in tck.
