Appears to be.  I will close TC-271.  Adding a note from it here as a driver for this feature add.

TS LUA Plugin can be used to do things like sign inbound requests to origin for Amazon S3 and Google Cloud. Currently it can only be triggered at the edge tier via remap. We would like to be able to trigger it at the mid tier before requests proceed to origin.
