passing additional java parameters to tomcat

Hi
if i am running tomcat as service on windows 2000
server, and if i need to pass additional java
parameters like -Dsun.io.useCanonCaches=false, 
what is the best way to do, i have already these
parameters in catalina.bat file, but it seems that
when tomcat runs as a service it does not use that
file,
do i need to uninstall and reinstall tomcat service ,
or can i put it some bat file which tomcat uses when
starting
