I wonder if anything can be done about the FILL_THIS_FORM_LOAN
rule hitting the attached newsletter. It scores 2.88 points and
can easily trip the threshold (as it did here). As far as I can
tell, there is nothing in the text about loans, and there are no
fill-in forms.

The rule thinks it's a form because "Location:" appears multiple times. I'll
have to think about how to work around that. It will probably be difficult.

The __FILL_THIS_FORM_PARTIAL subrules seem particularly FP-prone in what they
consider to be a form.
I have tons of examples with nothing more than typical business signatures
quoting phone and fax numbers. One such signature hits T_FILL_THIS_FORM_SHORT,
and when repeated twice or more, as happens pretty often when whole messages
are quoted in replies, that is enough to hit T_FILL_THIS_FORM.
e.g.
Tel : 04 78 xx xx xx
Fax : 04 78 xx xx xx
...
Tel : 04 78 xx xx xx
Fax : 04 78 xx xx xx
Only one vaguely loan-related word followed by a few blanks is then needed to
hit FILL_THIS_FORM_LOAN.
