This vote is canceled.

"cordova serve" was broken in this version. I'm canceling this vote,
cherry-picking the fix
<https://git-wip-us.apache.org/repos/asf?p=cordova-lib.git;h=86f097f> to
this release branch of cordova-lib (rb_0.21.6), repackaging it and will
open a new vote thread.
