   @tysonnorris 
   I have a question.
   If I get the intention of this change properly, it seems it tries to collect the resource state in real-time to schedule(create) a new container. 
   Do controllers also schedule activations based on that information?
   
   Since I could not attend the bi-weekly meeting I looked into the youtube.
   And I feel the scheduling in controller part is a little bit faint for me.
