   ## This Improvement request (usability, performance, tech debt, etc.) affects these Traffic Control components:
   - Traffic Ops (database)
   
   ## Current behavior:
   There are a bunch of migrations that were released with 6.x and still exist.
   
   ## New behavior:
   Migrations that were in 6.x are "squashed" into the `create_tables.sql` script.
