The bundle cache format had to be slightly modified to support update rollback when an update failed. For the interim, the bundle archive supports the old format and the new format to avoid impacting people using the snapshots, but this should be deleted before the first public release. There are comments in BundleArchive.java indicating what needs to be removed.
