Manually replicate r1766887 from https://svn.apache.org/repos/asf/perl/modperl/docs/trunk

This is urgently required (to update http://perl.apache.org/download/index.html) for the announcement of the release of mod_perl 2.0.10. This is quicker than regenerating the whole of https://svn.apache.org/repos/asf/perl/site, especially when using a machine that doesn't have all the necessary tools already set up. I will do a full regeneration in due course, but this will suffice for now.
