[PR] Cleanup: Move dir_valid macros to Stripe [trafficserver]
masaori335 opened a new pull request, #11735:

1. Move below macros into Stripe member function.

#define dir_agg_valid(_d, _e)

```
2. Remove below macro because it's dead code.

Rebased on the latest mater due to conflicted with another cleanup (https://github.com/apache/trafficserver/commit/d0b6a4b49ba8f2738fe91606c9cea55b06220cec). PTAL.
