The (full) HTTP Service parent POM is currently the same as the reactor pom to build all parts of the service. To support creating independent releases of the parts of the implementation, we should also separate the parent POM from the reactor.

Felix Meschberger resolved FELIX-3258.

    Resolution: Fixed

In Rev. 1210494 changed all module POMs to refer to the new parent POM and to explicitly define its own version (future updates will probably have to change the ${pom.*} references to hard coded values.

Also had to add ASL headers to a few files to comply with licensing requirements
