[PATCH] HttpMethodBase bug

I just discovered a minor bug in HttpMethodBase.  Attached in the one line fix and test for this.  I think this is just a typo from when URL support was added to the HttpMethods (my bad).  This error only occurs when creating a method with a relative URI that contains a query.  Something like.

GetMethod get = new GetMethod( "/path?query" );
