Perhaps the problem is the address you're using. You identify it as {{user@activemq.apache.org}}. However, the actual list is {{users@activemq.apache.org}} (notice the *s* on {{users}}). In any case, you should be able to subscribe using {{users-subscribe@activemq.apache.org}}. You could also try {{users-help@activemq.apache.org}}.

Nabble itself is a free service that makes the mailing list accessible via the web. It's not run by Apache so any problems with it have to be fixed by Nabble administrators.
