rather have jars committed into the git repo, just pull them thru ant get into the lib dir. Makes it easier to update versions, and keeps the repo smaller.

We used to have things set up like this, but we had to undo it to make sure we're shipping the right license for every jar in the release.  I think CASSANDRA-850 is where we undid it.
