   This PR fixes https://issues.apache.org/jira/browse/DOXIASITETOOLS-219 with the following changes:
   
   * Adds decriptions for missing parameters.
   * Adds `maven-javadoc-plugin` configuration to `doxia-doc-renderer` module to allow old `plexus.requirement` references in fields.
   
   Also required order the fix javadoc issues:
   * Removes what I suspect is an incorrect reference to a deprecated method that no longer exists in doxia-doc-renderer/src/main/java/org/apache/maven/doxia/docrenderer/DocumentRenderer.java.
   * Replaces todo tag by conventional TODO comments.
