new bundle discovery.base / SLING-5173

Hi,

As an FYI: as part of discovery.oak I have been refactoring discovery.impl
in such a way that the reusable parts - most specifically the topology
connectors - are moved into a new bundle called discovery.base such that
they can be used by both discovery.impl and discovery.oak. (not sure if
introducing such a new bundle would have required an early discussion
though.. :S )
