[VOTE][RUST] Release Apache Arrow Rust 60.0.0 RC1
Hi,
I would like to propose a release of Apache Arrow Rust Implementation,
version 60.0.0.
This release candidate is based on commit:
ef1fa157977633f0ba21aa921f9ef3d5c669235b [1].
The SHA256 of the release candidate is:
8d1dd22ca2f6654fa3f8350c62315bfe56bef1c09a0454cea234f8a787227fb7
The proposed release tarball and signatures are hosted at [2].
The changelog is located at [3].
The release tracking issue is: [5]
Please download, verify checksums and signatures, run the unit tests,
and vote on the release. There is a script [4] that automates some of
the verification.
The vote will be open for at least 72 hours.

The source archive includes chronoutil-derived MIT code in
arrow-array/src/delta.rs. The MIT license and attribution are
preserved, but the root LICENSE.txt does not identify this
component or point to arrow-array/LICENSE-MIT.
Please add that coverage to the root LICENSE.txt for the next
release. I am not blocking this release on this issue.
