Catching up on Spark Releases

I am planning to start looking at catching up with Spark releases. If
anyone has anything they want to add to the release, please speak up.

Just heads up that Spark is currently voting on Spark 2.1.3 and 2.2.2. As
soon as they get approved I will start the correspondent Bahir releases.

So, it looks like we can do a release based on Spark 2.1.2 and Spark 2.2.1.

After that, we will need to migrate some of our extensions to datasource v2
API and do a release based on Spark 2.3

I will get started with the Bahir 2.1.2 and 2.2.1 releases.
