Problem: One huge hurdle in the current backup recovery process is that everything must be exact on recovery.  It would be much more useful to be able to take a disk store back up and hydrate a different cluster that doesn't match.

Solution: One suggestion here was to turn all backups into snapshots and recover them in a different cluster.  GEODE-3163
