    Summary: Builds in jenkins flaky due to preexisting pip build directory  (was: ReviewBot flaky due to preexisting pip build directory)

Updated the summary, as this occurs in the main CI build as well.  AFAICT this issue is unique to and reproducible on the jenkins slave ubuntu-4.  It always happens on that host, and does not seem to happen on other hosts.
