Internationalization testing.  Currently, I have to use an external utility to
get the URL encoding

I think this bug can be closed as "fixed".
With the new functionality added lately for HTTP POST and GET,
you can enter utf-8 characters in the gui, and by specifying what
"content-encoding" to use, they will be sent correctly to the server.
