multiple instance and shared lib

Could someone please help me.

I have two instance of tomcat (tomcat1 and tomcat2) set up on the same box. Listening on port 8080 and 9080 (HTTP Connector).

The webapp within tomcat1  (started first) could read the jar files in shared/lib.
But the same webapp within tomcat2 could not read the jar files in shared/lib.

I have set up the catalina_base  for the second tomcat but not for the first one.
I have read the tomcat docs which say the the shared lib are read from CATALINA_HOME/shared/lib.
so I believe it should be available to both the instance of tomcat.

Could some one point out where i'm going wrong

I'm using tomcat 4.1.16
