SOAPACTION_HEADER never reset?!

Hello,

The AxisC 1.6 generated sources contain code like

	if (NULL==m_pCall->getTransportProperty("SOAPAction",false))
	{
		m_pCall->setTransportProperty(SOAPACTION_HEADER , "#Logout");
	}

This means that the first set SOAPACTION_HEADER (in my case Login) will
never be overwritten (unless explicitely done by hand).
Why not set this unconditionally?
