[I] Get admin users from Infra and Tooling LDAP groups (tooling-trusted-releases)

sbp opened a new issue, #269:
URL: https://github.com/apache/tooling-trusted-releases/issues/269

We currently use a hardcoded list. We should obtain this information from LDAP instead.

I've changed my mind. The list can be configuration.

We can detect developer / local serve and use a faux developer session profile for a "test" login.

Actually I suppose this is an exception because the only time the system needs to know that somebody is a member of Tooling is when the user is a member of Tooling already. I don't recall any exceptions to that, so we should be able to implement this.

I think that we should consider creating a `tooling-atr` group and use that for the hard coded list.

`atr/principal.py` has constants for these two LDAP lists when checking to see what groups the Principal belongs to.

If all LDAP access is via a common module, it should be possible to replace this with an alternative version for testing,

The real issue is the hardcoded committee membership here: `./datasources/apache.py`

We already know if the user is part of either of these groups from the asfquart session data. In one case it is the "isRoot" and the other a member of the "tooling" project.

We're doing this very slowly because migrating components to rely on LDAP makes testing harder and harder for contributors who don't have LDAP access. I'm marking this issue as long term, blocking on the catalogue, because the catalogue should have more fine grained permissions.

The solution is to add `isTooling` to the session data created in `principal.py`
