Re: svn commit: r7200 - in /release/commons/csv: binaries/ source/

Deletion of the previous release should not happen until the new
release has been announced.
In turn, the announcement should not be sent until at least1 day after
the new release has been published to allow mirrors time to catch up.

It is:

http://commons.apache.org/releases/release.html#a9_Post_Release_Cleanup
and
http://wiki.apache.org/commons/UsingNexus#Post_Release_Cleanup

This is nothing to do with the ASFpolicies or Maven.

The 3rd party mirrors need some time to catch up so the process has to be:

Publish new release artifacts
Wait 24hrs or so (*)
Update websites and send announce
Tidy up old release

(*) Otherwise users may find that the download pages point to non-existent files

In exceptional circumstances - e.g. a security fix - the release may
be announced earlier, but then the old release should not be
immediately deleted.

I'm OK with all that but it should be documented someplace. Yet another
thing that makes our releases a PITA :-(
