I checked: https://developer.microsoft.com/en-us/windows/downloads/windows-10-sdk makes it clear that Windows 10 SDK can only be installed on Windows 10, and not on macOS or Linux.
Thus the response to your initial question is unfortunately: No, building, running and emulating a Cordova Windows app will only work on Windows.
