says RC2 is available but the "releases.html" page
does not reflect that.

A couple of places don't reflect RC2.
1. http://xml.apache.org/axis/releases.html

2. Checked out xml-axis
cvs -d :pserver:anoncvs@cvs.apache.org:/home/cvspublic checkout xml-axis
/xml-axis/java/release-notes.html still refers to RC1

3. Downloaded the RC2 zip file.
\xml-axis-src\xml-axis\java\release-notes.html
still refers to RC1
