[m1.0.2] velocity-1.4-dev.jar not found

Hi,

Downloaded maven-1.0.2.tar.gz and followed the installation
instructions. Then I try to run "maven site:generate" on an existing
maven1 project. The first few dependencies download correctly but then
it fails with the following message:

velocity-1.4-dev.jar

Any ideas on why this isn't working? I didn't see this jar on ibiblio...
