[DISCUSS] Request for design review for Time Based Priority for BucketCache

Hi Team,
We at Cloudera, are working on introducing a new feature named "Time-Based
Priority for Bucket Cache".
The idea here is to optimise the bucket cache utilisation based on data
recency.
