[NOTICE] builds.a.o downtime and upgrade scheduled for next week

Hey all -

I'm going to be taking builds.apache.org down next Wednesday (August 26th)
on US time to upgrade Jenkins to the latest LTS and upgrade a number of
plugins. It should be a smooth process, but I'll make sure to broadcast the
specific times.
