This patch has a [lot of CI runs|https://app.circleci.com/pipelines/github/belliottsmith/cassandra?branch=16935-trunk] showing the same flaky failures as CASSANDRA-16934 and trunk, except for {{testConsistencyV22ToV3X}} which has occurred only once in a sequence of runs and appears to be caused by an entirely unrelated assertion error in {{Keyspaces}} related to jdtest shutdown.
