development environment

Hi All,
Have been trying to setup the development environment to look at the
code. But found that the documentation for windows is non-existant.
does this mean that it is not possible to work on this in the windows
environment at all?

Also tried to work on Obuntu on a VM but that didnt work either. Am
wondering if it is possble to distribute a dev environment vm image or
something of the sort. I think that would help a lot for ppl who are
willing to give some time into this.
