how do I get jsvc to use catalina.policy?

I've studied the documentation and this list but have not found a way to get jsvc to run with security using catalina.policy

I did see two posts a couple years ago on Tomcat 4 on this subject but nothing since. I tried the technique he said work but it does not work with Tomcat 5.5.20 (linux)
