like any plugin, this document is accessible:
- via "Overview > Goals" in the menu on the left, then choose "surefire:test" goal
- and in the main Introduction page, there is a direct link in the "Goal Overview" section

these are parts of the [Plugin Documentation Standard|http://maven.apache.org/guides/development/guide-plugin-documentation.html], which are checked through [DOCCK plugin|http://maven.apache.org/plugins/maven-docck-plugin/]

If you have ideas on how to improve the documentation standard or the documentation checker tool, feel free to open an issue in DOCCK Jira
