resolving recent travis issues

Hi devs,

can someone who had previously problems restarting/starting travis jobs 
confirm that it is working again?

I filed an issue at infra and there seems to be progress now*.

It appears travis turned all(?) user accounts off which lead to two 
problems:

- some reported that PRs didn't start travis jobs anymore, which caused 
other fallout

- others reported that they could no longer restart failed travis jobs, 
getting a not very descriptive "oops" error as return

I did not try restarting jobs in the last few days, but I just
successfully restarted:

yes, the failing test has been disabled in master and delivery until the 
problem can be resolved (e.g via #4014) and everything indicates that 
travis is working again too.

seeing green gh actions and travis in the PR checks would mean things 
can be merged as before. But make sure the checkmark for travis is not 
missing. (pushing into the pr should trigger it)

Hi,

I fired [1] a couple of days ago and it restarted the job.

AFAIK Travis is now running normally again, master is stable and we can 
continue with merges, right?
